Boyer Company is currently developing the South end of the old mall site (The Junction) with a mixed
use development that will add retail, housing, office and entertainment to the downtown. The
development will meet stringent design guidelines developed shortly after the old mall was demolished.

Note - The following is a list of important information that is related to this issue or project and are accurate to the best of
my knowledge. I will add to this list as new information becomes available.
Important Information:
- The Boyer Company is a local developer that has had many successes such as The Gateway
Mall in Salt Lake City.
- Ogden City owns the land that the Boyer Development will be built on and therefore will collect a
50% share of the lease revenue. The city will utilize the lease revenue to service the debt
acquired when the old mall site was purchased by the city.
- The Boyer development is a direct result of the approval of the High Adventure Recreation Center
that was approved by the City Council in late 2005.
- The entire project is funded privately with no city financial assistance.
- The project includes and anchor movie complex built by Larry H Miller, that will house 12 screens
and be one of the most unique theatres in the state.
- The development will include 119 residential units built throughout the project. They will include a
variety of types ranging from studio apartments to townhouses all with unique configuration and
design.
- To create a stronger urban feel, town houses will be built at grade level on Washington Blvd. The
intent of this is to signal the role of housing to have an active part in the urban development by
not keeping it hidden in the back. The housing will create a 24 hour presence in the area.
- The overall design of the development will create foot traffic through the streets, around the other
residential and the retail and entertainment.
Proposed Benefits:
The Boyer Development will...
1) Bring people downtown - for entertainment, retail, housing and dining. The additional traffic will
positevly effect current businesses in the downtown area.
2) Bring additional Tax & other revenue to Ogden City - The Boyer Development will bring
additional tax & other revenue in the city through sales tax, lease payments and special tax increment.
3) Bring External Synergy to the Mall Site and Downtown - The Boyer Development has begun on
the South end of the old mall site and includes participation from Larry Miller. The High Adventure
Recreation Center is also underway, the Earnshaw Building will be constructed soon and PRI has begun
construction on an retail and office building on the Northeast end of the mall-site. All of these projects
together are creating a unique and powerful synergy among investors and businessmen in Ogden.
4) Create a walkable and livable downtown - The Boyer development is a unique mixed use plan
that will make it easier and more exciting to live and come to downtown Ogden.
Anticipated Costs and Impacts:
The Boyer Development will...
1) Have virtually no costs to the city or negative impacts that I am aware of.
My Current Position:
The Boyer Development is one critical element of a growing list of projects in redeveloping downtown
Ogden and bringing long dormant vibrancy to our center city. The sooner this development finishes the
better off Ogden City will be.
